    I still don't understand how you win $10 million and only think it's $10,000.

    Maybe the same type of person who would tell their roommate about a $10k winning lottery ticket and leave it where it can be stolen.

    If the video footage from the store that sold that ticket shows the guy claiming it was stolen buying it, the idiot who stole it will never be able to collect the winnings.

    In the case of a large winning ticket, the lottery does an investigation to make sure the ticket wasn't stolen, including asking the seller for video footage of the purchase.

    They did this and realized that the owner of the ticket wasn't the guy attempting to cash it.

    The actual owner also reported it stolen.

    They let the dumbass thief think everything was okay, and when he showed up to collect his $10 million after a supposedly clean investigation, the police were waiting and arrested him.

    It appears that the actual owner of the ticket will likely get paid.

    Maybe he really hated his roommate so he played some 4D chess in year 3019 and told him so he'd steal it, knowing he wouldn't be able to cash it, guy get arrested or some shit, then yeah.
