You’re correct as far as what can land you on the registry over some indecent exposure bullshit, which imo, is 100% worse than some random 5 year probation. If I had my face on some sex registry I’d hels myself(whatever happened to that poor bastard?)
Usually, to get charged, you have to do something fucked up intenionally. I’d guess this is low on the something fucked up spectrum since he’s breathing free air, but he did something.
