the story is these boxes sell pens, and the pens come in glass vials.....and the glass vials are being used to smoke crack.
when my brother was in Indiana at the glass blowing studio, he had the same problem whenever they'd throw out unused glass tubes or broken glass tubes. people would come and use them for crack pipes. So it got to that anytime they threw glass out, it had to be shattered.
