Tony Bobulinski has direct knowledge of Hunter's dealings, and was the first one (to my knowledge) to bring out the "10% for the big guy" thing. Anyone with half a brain knows that Hunter was getting these lucrative jobs because of his dad's influence, and then Hunter would kick 10% over to Daddy for it. It is likely that Biden did not get directly involved, so this way he could claim not to have any direct knowledge of his son's dealings, which is exactly what he did.
