If "juggling" requires all objects to touch both hands then no.
It appears to me that he is juggling, but the mere fact that you are asking the question leads me to believe that you are looking for something else entirely.

I believe technically that actually isn't "juggling," it's "showering," because all the balls are only ever touched by one or the other hand - there's no crossover. Juggling involves the balls all going from one hand to the other. It's possible to "shower" a very large number of balls - much more than it's possible to juggle. This could all be wrong, though - of course I can't be fucked to look it up.

This is correct. It is actually called "cascading". The objects never cross over to the other side. Cascades can only be done with an even amount of objects, and it is EXTREMELY difficult to actually juggle an even amount of objects that you have to flip. It is arguable whether or not this is actually juggling, but considering the degree of difficulty is higher with 4 objects than it is with 3, I personally think it is.
