Surely it's a valid indicator of something...I don't understand what you mean by it not mattering.
It matters... but not as an indictment of our justice/prison system.
Every person who commits a serious or moderately serious crime should be locked up for an appropriate amount of time. If the population has more criminals, then we need to lock more of the population up. A high incarceration rate does not mean that people are being unfairly imprisoned.
Why does the US have a high incarceration rate?
Lots of societal problems, stemming all the way back to the violent beginnings of the country, and worsened by a combination of slavery and a border with Mexico.
These are all complicated problems with no easy solution, and I won't pretend to have all the answers.
However, I find it really irritating when people say, "The US imprisons a higher percentage of their population than any developed country, so obviously their justice system is too harsh and ineffective", which is a gross oversimplification of the situation AND inaccurate.
These are actually two separate issues:
Issue #1: Why are there so many criminals in the US?
Issue #2: Once we catch people committing crimes in the US, what should be done with them?
Too many people, especially those on the left, like to combine #1 and #2 as if they're the same issue.
