There are also processes that have to take place before they can start nailing you with interest and fees (like notice of intent to levy) and sometimes they take the attitude of what you just stated, and try to work it out with people instead. I would bet any amount of money on the fact he hasn't paid a dime of late fees or interest....yet. July 1st was probably the deadline, and then they were going to start adding in the penalties and fees. And now he is just trying to negotiate for a few more months time because again....why not?
