One of my favorite CIA covert war stories is the story of the secret war in Laos in the late 60's. One of the CIA contractors went rogue and started mailing the severed ears of his victims to the embassy. Gotta find this. So many great stories coming out.

well right now in Los Angeles, the collecting rainwater is encouraged...and indeed, if you add 400 or more square feet of roof space to your building, you must have a water remediation as part of your build...that means having planters for the rainwater run off to settle into the ground, or cisterns to collect roof run-off to be ultimately spread on lawn, garden. In the past Los Angeles set up its rainwater plan to avoid flooding, and much of the rainwater is shunted out to the ocean...with the drought, there is a change in policy to capture rainwater and allow it to soak into the water table. But rather than build spreading grounds and dams to hold water, the homeowners/developers are being made to correct the errors made by politicians when setting water policy/spending tax dollars.
