Besides the utter lack of pride in his country, Trump's claim isn't even true. They were talking about Putin's record of killing critical journalists and opposition politicians. America does not have a history of that. The fact that Trump seems to think it's ok should be terrifying to everyone.

Boris Berezovsky: mobster killed after falling out with putin... he tried to hide in england but the goons found and killed him.
Paul Klebnikov: journalist killed by putins and his buddies via contract.
Sergei Yushenkov: politician with different views than putin.

its a complicated thing to assign judgement to putin over a lot of what we consider to be brutal acts of violence for two reasons;
1) hes one (1) person using his intelligence and police to hold together what was very recently a literal failed nuclear nationstate.
2) a lot of the sanctions listed above were carried out 'autonomously' from him, eg without his blessing.
so as butthole puckeringly insane as his record of clipping opposition seems, at some point you have to carry into that equation what would happen if these ludicrously powerful minigarchs slipped free of the yoke of putin authority and began to go after each other. it would not remain in those borders long, nukes and biological weapons would flood the black market for example.
im not giving putin a pass, especially with recent events in crimea/ukraine, but there is a habit of americans discussing russian ultraviolence like putin gets off on it or is just a mad dog.
the sanctions & judgement are essential and right, but not all the evidence presented is as one dimensional as our media narratives would suggest.

Elimitating Putin would create a vacume much like what happned when they killed sadam husain, except Puten really does have WMD and may very well have a hankering to fire one or two of them off as a sighn of supreme power.
