this is confusing; trump literally provided transcripts proving the ukraine investigation is legitimate and required, and the russia investigation has substantial forensic evidence presented that kremlin -> APT fancy bear -> wikileaks was a thing and that cambridge -> kremlin -> trollfarms was a thing. so its difficult to understand what sort of worldbuilding you're suggesting where the FBI and CIA are somehow the antagonists of a coup (of all things).
