If we are really so invested in the suffering of Guatemalan and Salvadorean children, maybe we should be campaigning to intervene militarily in these countries and set up better governments that give a shit about their people so things never get to the point where traveling 6,000 miles to voluntarily go to a prison asylum camp in the US is a bette option than staying at home.

On birthright citizenship, yes. That's in the 14th amendment and can't be undone unless the constitution is amended. On everything else, there are few constitutional limits on immigration and naturalization and Congress can make almost any law they want about it.
