I'd consider myself somewhat right, stable or smart is questionable but I'll take a stab at this. I believe Putin wants the Magnitsky Act repealed to protect his significant foreign assets. I think their involvement was right from the top and Putin was making a deal with the Trump administration, we help you get elected you repeal the Magnitsky Act.
