I am guessing him and his cronies have too much Pharma stock (and bribes) to go after the big opiod peddlers (the legal ones), so this is a good compromise I guess.
This is an aside, but I was listening to a real interesting podcast where Sam Harris interviewed a historian named Niall Ferguson. Anyways, he talked about a lot of stuff from a historians perspective, but one interesting thing he said concerning the Trump election in 2016, is that we all assume that it was a bad thing and we would all be better off if Clinton was elected. But he said that is not necessarily the case. His basic argument was that we all think that a Trump being elected is a new thing, and portends the end of the world. He said in reality through place and time a lot of demagogic Populists like Trump have been elected, some better some worse. And most of the time they fail to live up to their unrealistic promises and their base deserts them, and he thinks this is the most likely scenario of what will happen to Trump.
He also says that it is very possible if Clinton had won a close election things would have gotten worse. Because Trump (and Fox News and Russia) would have definitely riled up his base with rigged election claims and things could have actually spiraled out of control real bad, with a real chance for domestic armed conflict.
He said there is actual historical precedent where populist demagogues like Trump get elected, fail to follow through on all their grandiose promises, are abandoned by their base, and the more established political networks go back into power rather smoothly and with lack of violence. He says he thinks this is most likely what will happen in this case.

also this guy is just laughably saying he's already ignored mueller's subpoena which requested documents and he's also going to ignore the subpoena to appear and testify before the grand jury
