They're doing the same thing with Trump's tax reform proposal. Because unless a filibuster by the Dems isn't broken, the 10-year restriction on changes to the tax code that increases the deficit would actually restrict how long the corporate tax rate reduction could last before having to revert to the current rate. And because of the carry-forward provision for business income, that time limit would be 3 years.
