Program seems to be already running in some part of California. I especially liked the part where it also gives stipends to potential victims of violent crime as well. In other words it accepts that some people are so annoying or reckless that they are likely to get gunned down unless incentivized to change their behavior. Apparently a true success story since only 16% of those participating in the program had been shot in a seven year span, only slightly more than the national average.
Actually, if there is documented evidence that certain behavioral therapy does an excellent job in reducing the violent tendencies of certain at-risk youths, but the potential for abusing the system to get $$$s is a risk.
But it's not just for the potential perps. It's for the potential victims, too. And it still will be cheaper than the alternative.
McDuffie argued that spending $9,000 a year in stipends 'pales in comparison' to the cost of someone being victimized, along with the costs of incarcerating the offender.
DRK doesn't understand that this is not an open-ended process where *anyone* who commits a crime gets stipend. If if follows the model of a violence reduction program I heard about, it targets young offenders who exhibit certain emotional management deficits because of abusive or neglected upbringings who could benefit from certain kind of counseling, but the stipend is a way to focus their attention on participating. Because they don't have the maturity to attend the counseling on their own, but are at very risk of reactively using violence to address minor social slights.
The pilot program I heard about was pretty effective, but generally lacked support in most municipalities because of perceptions like what DRK expresses.
