Militarized weather control has been successfully created in the late 70,s
Chem trail,s which was also created around that time.
Chem trails in the 70,s had a polymer of silver sulfate in order to combat global cooling by blocking heat from escaping the earth.
The military of u.s.a , Soviets , Sweden still have there abilities. France and germany have removed them from it's arsenal.
It can create drought,s, torrential rainstorm,s and hurricanes..
