It's about having a flood warning system in place when flood danger is determined to exist, or when flood waters are detected.
In 1928, when the St. Francis dam broke in southern California, even then they were able to quickly get together a crude warning system in some cities to get people out of harm's way. 431 people still died, but it could have been much worse. Almost 100 years later, we should be able to sufficiently warn people that a flood is coming.
(On a side note, the St. Francis dam disaster is not only barely talked about, but it had a tremendous influence upon future dam construction, including Hoover. In addition, the reason there's no significant towns south of Hoover Dam for many miles is a result of the St. Francis dam situation, as they didn't want a repeat if that one failed.)
Pure question only- Trump is pulling the Feds out of the mix and letting the states have local control. What about the states running the warning system and applying for federal grants?

this was my first thought as well.
apparently there were flood alerts tho, one of which was like 12 hours before this happened. but i guess texas was just too distracted by the horrors of the NYC mayoral race to save a couple of dozen children. which really makes this NYCs fault when you crunch the numbers.

Interview on the Weather Channel this morning of a local girl. Stated the alerts went off for Flash Flooding but they also do every time it rains hard. And no one really thinks much of it.
Is it possible we get too many warnings and it becomes a “Boy who cried Wolf” situation? Damned if you do and damned if you don’t.

The Guadalupe is famous in Texas as a shallow, lazy river - floating it on an inner tube in the New Braunfels area is sort of a right of passage thing here, and the entire stretch across Texas hill country is basically the same.
This happened outside of Hunt, Texas which is part of the Kerrville area. I have relatives that live just a few miles away from where this happened. Camp Mystic has been there for a hundred years. The river rising like this is just inconceivable from personal experience. It going too dry to float or kayak is the typical issue in the summer.
Apparently there was a flash flood warning issued hours in advance, but no one took it seriously. That's reminiscent of the Joplin tornado where cars can be seen still in line at places like a KFC drive thru as an EF5 tornado approaches on the horizon, rain wrapped but clearly there by the countless power flashes. They never built one back.
The river reaching a flood stage around Kerrville is rare, last summer was the first time it happened in six years. This was the highest the river has ever gotten, and it rose 26 feet in just 45 minutes, nearly 13 feet of that in 15 minutes. The only comparable crest happened much more gradually in 1987 - this lead to a similar tragedy. Ten kids on a bus in a church group were swept away.
