The crew communicated to the Maryland DOT shortly after departure that they "lost propulsion". This was long enough before the collision that the governor has claimed they were able to stop most traffic from entering the bridge. From watching every clip available, it appears the only maneuver the ship made was turning directly into the support column that caused the collapse.
