To a point, that's correct. But largely presidents get their signature issues through. Obamacare, Bush tax cuts, Reagan Tax cuts etc. The obvious counter is Clinton Health care which was abandoned. But Trump is different, he isn't even trying. Obama was out there for a year focused on health care. Trump can't even be bothered to learn about his own bill.
