More like 0.05% on stock and bonds and 0.1-0.2% on options and other derivatives, with an exemption for trades made from tax-free retirement accounts.
This tax hits people who trade, which is a demographic that skews way wealthy compared to the general population. But the large majority of it hits large institutional traders and high speed algorithm traders rather than individuals.
Given the size of our financial markets this would be a relatively painless way to generate tens of billions per year.
I'm all for literacy programs and I don't think we need an embargo on Cuba but it's undeniable they're an authoritarian regime and to go out of your way to praise them is just retarded.
