Per traffic rules, he was definitely supposed to make a complete stop at that stop sign.

To me, it clearly looks like he goes well past the "line" where he should make a complete stop, then attempts to briefly "slow down" after he is 5-10 yards past the line. It's difficult to tell exactly due to the angle and the movement of his phone.
