Nobody knows how much higher (or lower) it will go. What I do know is that the president has very little to do with the price of oil. There are all kinds of economic and seasonal factors, market reactions and manipulations the same as the stock market.
I also know that the tremendous spike in the price of oil (and food) 2007-08 was during the W administration, but I don't hear Republicans blaming him for that. (It's not his fault any more than what happens to the price of oil in the next 4 years will be Biden's fault.)
Finally, I know that the Keystone pipeline you are pissed about carries Alberta oil that is not economical to extract at current prices. According to this report from the Alberta Weekly Economic Review, prices need to go to at least $60/bbl for in-situ processing at existing mines and $75-85/bbl to justify any new mines. So if you want that Keystone back, you should be wanting prices to go up.
