Politifact picks and chooses what quotes/claims from which politicians they are going to add to their site & statistics. In other words, they don't publish every lie...they don't publish every truth.
Also, they don't gauge how detrimental or inconsequential a certain lie (or truth) is - they just pick at random (and I use the term random loosely).
No different - you wouldn't gauge a poker players success based on picking and choosing which events to include in your statistics, would you?
