Sometimes yes, sometimes no.
Often it's just in an "employees only" area which isn't secured or locked very well. On occasion, I have taken hotel freight elevators when there is something wrong with the main elevator (or in one case, because the main elevator was super far from my room, and the freight one was super close). Not that I've made a habit of it, but I'm saying that it's not difficult to do in many cases.
I think the whole concern of, "How did a 64-year-old man get 23 guns up there" should be dropped. He had 4 days to do it. It's very easy to do. They don't watch the comings and goings of hotel guests.
I can't picture this possibly being true.
It would make zero sense why Paddock brought the guns up there. It also wouldn't make sense why Paddock attempted to make reservations at other hotels overlooking crowds, such as The Ogden the previous week.
If any possible conspiracy theory could be true, it would be that there was a second shooter somewhere on the ground, and that Paddock knew the guy would get away because it would all be blamed on him. But I still doubt it, because nobody saw a ground shooter.

Agree. Relatively speaking, Its really not THAT difficult to haul a bunch of guns in a trip if a person really wanted to. Most are fairly compact and light. If a guy had a tough oversized duffle bag( or maybe even a big enough suitcase), he could fit and haul up a good amount in one trip even if the guns were fully assembled. If the barrels etc were apart, you could fit them in an even smaller duffle bag or other carry in. Ammo? Yeah, its heavier by volume...but still no problem. And if you were using a cart to haul the bags - even easier.
Lots of people have mental issues. Hell, we all do. I haven't seen any reason to suggest why he would do this. And simply saying he's Got something in the dsm-v isn't answering my questions. This is especially true given his worldly circumstances, age, and the lack of evidence of any previous abberant behavior.
