By all accounts the Netanyahu govt is horrible and incompetent and a lot of the competent govt people who actually know how to run things quit a long time ago. Similar to Trump's presidency in a lot of ways. Also, they have had a singular focus on protecting the West Bank settlers, distracting them from Gaza.
I read somewhere that at some point Hamas switched to Chinese hardware (unknown how much the Chinese govt itself was involved) and Mossad hadn't gotten around to dealing with it yet. So when Egypt gave them whatever information they gave them, they probably didn't want to admit how unprepared they were, so they didn't act at all.
In short, I think it would be a mistake to assume conspiracy, where extreme ineptitude and hubris seem to fit the facts so well.
