According to Las Vegas channel 13 news (KTNV)...
Shooter had at least 10 guns (high powered rifles?) and 2 platforms setup to shoot from, plus he had cameras setup to see police arriving.
So yes, this shooting was setup well in advance.

make owning an assault rifle a felony with a 5-year minimum term and ownership will drop by 99.9%. nobody carries an assault rifle so there isn't a legitimate "we need to arm the good guys with the same weapons the bad guys use" defense to this

on another note, it says he lived in Mesquite. I remember that shithole, we flew to Vegas to go to Southern Utah for a daily vacation, and stopped at a Denny's in a casino hotel in Mesquite.
