It isn't just a minority problem. This phenomenon of promiscuity, STDS, children out of wedlock, dysfunctional homes, dependence on government assistance, opioid addiction, prison etc. is increasingly becoming prevalent in the poor white community too. And the Republicans tell these people it is all the fault of Mexicans who are taking their jobs, and promise to kick out the Mexicans and make everything better. And it is just as much BS as the lies the Democrats tell poor minorities to pander their vote.
I would say the biggest causes of this tailwind of despair for poor Americans is some combination of loss of religion, women entering the workforce, single parenthood and believing that becoming dependent on government handouts can make everything better.
Or maybe I am just a deep seeded racist. Who knows.

I was sort of trolling. I know Puerto Rico well as have a house there. Most of Puerto Rico is a shit hole and they are in debt because of corrupt government. We should of course help them as we should help victims in any US state.

Two easy solutions:
1. Let PR become a state. Then they would have to pay taxes. But they would also get representation in Congress, which would be solidly Democratic. This is why the Republicans have been blocking this for years.
2. Let PR become independent. But the US has military bases there, which they would have to either move, pay for or work out a treaty. Also, the pharmaceutical industry has a lot of manufacturing there, and their products could no longer be considered made in the USA, so they'd all have to move to comply with FDA requirements and your drugs would become more expensive.
As long as the US owns it, they're responsible for it and its people.

Single, unwed mothers (in all races, although it is worst in the black community) is certainly a bigger problem than white privilege or police brutality, and the fact we are obsessed with the latter and ignore the former shows our lack of interest in truly fixing the problem. In fact I would argue the Democratic Party specifically makes policy decisions designed to keep people reliant on government support.

Better education on the pitfalls for women becoming single mothers too early in life is the only practical way to go.
Keep bullshit religion out of the argument. Better to run huge awareness programmes (it worked in the UK). Make it easy and FREE for them to get their hands on the contraception pill etc.
also, help break the cycle by investing heavily on greater equality for women in poorer areas. Let them know/believe they're not just cumdumpsters for deadbeats and offer them better options than government-funded babies.
Education, education, education and investment is the only viable answer to single mothers and the knock-on effect which that carries.
