Just because "the experts" you remember seeing on the news never made such warnings doesn't mean that some credible experts weren't doing so. They just weren't getting airtime on news programs immediately beforehand. That's because most news programs covering the lead-up to such events almost always ask the experts working for or associated with the government at that time. And only after those experts are shown to have been not so expertly informed about the risks are outsiders to the bureaucracies given much attention by the press as a kind of post mortem to how the bureaucrats massively failed in their duties to avert unnecessary disaster.
