Okay, but let's talk about a "public health recommendation".
If the vaccine isn't completely safe, but widespread usage will lead to herd immunity and perhaps the eradication of COVID-19, it's still in the public interest to recommend its usage.
If we had hive mind and only acted 100% in the interest of society, with zero selfish motivations, this would be the right thing for everyone to do.
However, individuals see it differently. Many will choose not to risk their own personal health for the greater goal of herd immunity. This is even more true if the individual isn't likely to benefit much from taking it, such as young people or those with little exposure.
I have a feeling we will get a low percentage cooperation with taking the vaccine for several months, and it will mainly be taken by old and/or vulnerable people.
