They can hold you on suspicion of a crime with probable cause, for up to 72 hours, but they can't charge you with anything. Only the government's lawyer can do that.

When they think the investigation has been dropped, it looks like this was much ado about nothing, and Hillary was innocent the whole time. In reality she did plenty worthy of charging, and even if you disagree with that, you have to admit that she committed plenty of fairly egregious violations with the whole e-mail thing (and the subsequent coverup). There's that word again

But undecided voters don't give a shit about those nuances. They want to know if she's guilty or not guilty.
