This is all totally untrue. PokerStars is a perfectly legal US company at the moment thanks to the DOJ settlement, they are allowed to run play money games and can pay their sponsored pros. There is no reason they cannot file charges in the US under international law.
I don't understand why you don't get "He Broke the Law". knowingly taking money from a bank, a business, or a person that you know you are not entitled to is a crime. The fact that he brazenly posted about makes it a slam dunk case.
Call any lawyer, explain the situation, and aske what their advice is. Do you think they are going to care about FPP's or a Zoom Tournament in the Bahamas, he broke the law and admitted to it. And now your telling him to make demands
