Democrats did well in the House, but they flubbed the Senate. To actually LOSE seats in a midterm supposedly essential to repudiate a controversial President is not exactly a loud statement of protest.
Furthermore, the gubernatorial races didn't go as well as hoped for the Democrats. Republicans took Georgia, South Dakota, Florida, Ohio, Iowa, and Arizona -- all states where Democrats believed they had a realistic chance of winning. Democrats did manage to take Kansas, New Mexico, Illinois, Nevada, and Michigan. But this wasn't the "mandate against Trump" they were hoping for. There was so much talk about flipping those other states, and they didn't come to pass.
Truthfully, there were few shocking victories. The "blue wave" didn't materialize, but Trump also wasn't able to hold onto the House, nor was he able to prevent a reliably red state like Kansas from electing a Democratic governor.
Both sides will trumpet victory, and both sides will be both right and wrong with their claims.
