As to whether he can be criminally indicted while in office, outside of the impeachment process, is an open question as the article says. But in my opinion a president can be criminally indicted, and he should be. The president should not be able to commit crimes and be beyond the reach of the law.
Comey‘s testimoniy will likely just fan the flames as it's really just step one in allowing the electorate to have their suspicions about Trump confirmed or denied and it will be interesting to see if anything can shut that gaping maw of his for 10 minutes. If somehow it is found no intentional wheeling and dealing, profiteering or coverups have occured then you're left with the most incompetent Presidency ever.
