The documents were "found" November 2nd. I always call my lawyer instead of a moving company to move boxes for me. Don't you? I think it's more likely that the Biden Administration got tipped off about the docs by unknown persons. So he sent his lawyers over to "find" the docs and "immediately report them to National Archives."
So in the press it's "Biden was surprised" and "they did the right thing by immediately turning over the docs" and "his whirlwind finals days as Vice President had aides scrambling to close his White House office."
