In the past Los Angeles set up its rainwater plan to avoid flooding, and much of the rainwater is shunted out to the ocean...with the drought, there is a change in policy to capture rainwater and allow it to soak into the water table. But rather than build spreading grounds and dams to hold water, the homeowners/developers are being made to correct the errors made by politicians when setting water policy/spending tax dollars.
