Yes and no.
The One Big Beautiful Bill allocated $2.9b to supplement the BAH (Basic Allowance for Housing), which is given to each service member to help pay for housing for themselves and their dependents.
The BAH has been a longstanding payment to service members, and was coming in long before this supplement in the Big Beautiful Bill.
This $2.9b was to be used in ADDITION to the existing BAH, for service members in certain high-cost areas. Trump decided to scrap that targeted increase and just fire out $1776 to everyone -- using up $2.6b of the $2.9b.
The existing BAH payments were continue normally and are unaffected. This planned additional money for certain areas has just been scrapped. The other $300m is being dropped back into the basic BAH pool.
In short:
Trump did not take anything away from service members to give them this $1776, as they will continue receiving the same benefits they always have.
However, he did take away a FUTURE monthly BAH payment increase for certain service members living in higher cost areas. It is not clear if this will ever be replaced.
Trump did it this way because he had authority to use the money in such a fashion, and to allocate a fresh $2.6b to give to service members would have required a separate bill, and would have taken a long time. It is possible they will restore the $2.6b taken in a future bill, and the planned increase to BAH would happen anyway at that time.
