It appears to likely be a foreign scammer, copying existing Instagram accounts. Doesn't seem to be aimed at Bob personally, or have much to do with CM, even though there's a CM picture featured there (without context, other than Bob being on the side of the pic).
As Elmo mentioned, fake Carrie Underwood is also following "Bob". In fact, all of the followers look like duplicate or throwaway accounts.
I can't say I'll cry for Bob if his name ends up getting associated with foreign scams. After all, he's willingly associating his name and testimonials to a domestic scam.
