Personally, I dont think you can ever "fix" things, in terms of going back to what you had.
You had a corrupt system where the bosses demanded secret quotas from the cops (DO NOT mistake the cops with the cops at the top of their departments). The top cops jobs is to get crime down and find guys who will do their bidding. They will not put things down on paper. In the past, the cops liked some of the higher ups. These days, they dont really trust the higher ups because of cheating scandals (people giving test answers to friends/family so they can get nice cozy positions and get off the streets, get their gold stars and get bigger pensions) and other shady shit. Rahm commands the top cops, whom he also threw under the bus (McCarthy) when things got too hot for him. Why would Rahm take the blame for the Van Dyk video tape when he can just blame the CPD for shit and make them look bad and then he will do what it takes to build the trust back with the community, blah blah blah. He wanted to be President someday, and he is now political poison.
So, those at the top screw over the younger guys. Some of the younger guys REALLY enjoyed trying to fight crime. They enjoyed trying to make the city a safer place. They liked making arrests. Some guys just liked doing their jobs. Those cops were pressured to make more arrests. Get more ISRs! (Investigative Stop Reports...the paperwork you have to fill out to show you stopped someone and FOR WHAT REASON...get to this later). The Blacks felt picked on. "You are arresting too many of us Blacks. Its not proportionate to the white arrests" (well, stats showed that the blacks were committing way more crime than whites, so statistically, they SHOULD be arresting more blacks. The black civil leaders then pressured the higher ups in CPD and the Mayor. Mayor wants to get re-elected, so you better kiss Jesse's ass, Phleger's ass, the black aldermen, etc. He did. Caved in, spread his ass cheeks and made a deal with them and the ACLU to change things. Those people will ALL toss Rahm's ass under the bus any chance they get because they need to look like they are doing something for the black community and need donations.
So now, you have NEW RULES for the CPD to follow, and those ISRs are being heavily scrutinized by their bosses, then the head of CPD, then given to IPRA, then given to the ACLU, who is ***having outside PUBLIC attorneys go through these reports, and they contain PERSONAL Information on the officers***.
(Imagine going into your doctors office, getting tests done, then the doctor takes your results over to the nearest Starbucks, orders a tall, decaf mocha, and puts your test results in the tip jar for anyone to grab if they want. Who knows who the fuck these lawyers are). The police are pissed. There is now no benefit to them for trying to go "above and beyond" their job descriptions. Why should they do anything that they dont really have to do, where it could result in them losing their jobs, getting shot and/or sued? Hell no. I will sit in my car and drive around, and when you need me to go to a scene, call me, and I will respond and drive over. Dont expect me to start pulling over people who ran that stop sign, saw smoking week or doing minor violations. I dont need the fucking headaches of some pot head getting an attorney and claiming I planted weed on him (I didnt) and now Im being investigated, put on desk duty, having another (bogus) complaint put on my record, and getting fucked.
The criminals know this, so they are no longer worried about having guns in their cars (drive by shootings are now skyrocketing), and carry drugs on them openly. The judges are just going to toss their case anyway, so who cares. It might be better off if I actually got arrested by the cops, and then claimed they roughed me up in the car. I could have an attorney sue the CPD (hell, everyone hates the cops anyway right now, so I will have sympathetic ears to my case) and the city would rather pay me off than fight my bullshit lawsuit. Why not?
What can we do NOW? I dont think much of anything will happen here.
My guess is the following:
Get a Republican Mayor in, who will support the police. Odds of this happening are very remote.
Have a head of the police who will not be Rahm's puppet. He just fucked with the system last week and told the 3 candidates who were up for the position to fuck off and told a guy who worked with his interim (Escalante) that he wanted him for the position. Black cop who the cops liked, but didnt even want this top position. Rahm may have worked something out with him and made him promises. "Listen black guy...I need you in that spot to appease the black community and you are an insider that the cops respect. If you put your name in the hat, I will find ways down the road for you and your friends to get some nice jobs/pensions/kickbacks/vacations, etc"
He was looking good for his first few days, but then he paraded through the south side with Phleger, and appeared to kiss Rahm's ass with a few comments, so now the Cops are thinking, great...back to the old bullshit.
Hopefully, he will work out.
You then need to remove this ISR shit and work something out with the ACLU where they dont get to call the shots. Good luck. Unlikely.
You need the criminals to be in fear of the police (this will not happen under these rules)
You need the community to want to turn the felons in and call the police on them (they wont, for fear of getting shot)
You need mental health care and rehab for some of the people going in and being released from jail/prison (they are cutting the funding and closing these facilities, so this will likely not happen)
You need the media to stop unfairly bashing the police (cop stories sell, so this will likely not happen. No one gives a shit about cops doing GOOD things...number one story in the news the other day was that the FOP here in Chicago, felt bad for Van Dyk, so they offered him a job paying $15/hr being a janitor. He has no income, and his wife lost her job due to this crap, and they are dead broke. Lead fucking story. He hasnt been convicted of anything, but lets keep making him out to be a murderer (Hi Gallo!) prior to his trial, and lets all celebrate the glorious career of LaQuan McDonald, who dindu nuffin, was "turning his life around", was a kid fighting his inner demons, cap and gown wearing schoolboy (dropped out of school and had 18 prior arrests and was raging on PCP and tried to stab a cop and slashed his tire, but lets not dwell upon that).
There is no going back. Cops will "do their jobs". Crime will go up. If you try to change anything, BLM will scream racism. They will protest and cause trouble.
Find a way to stop the abuse of Section 8 housing, food stamps, obama phones, etc. You have unemployment and food stamps, but you have $250 Air Jordans, and an Escalade and an Iphone.
Sadly, maybe if you had a Repub mayor, new black police chief like the guy from Milwaukee (Clarke) and people in the dangerous areas willing to "overlook" the occasional police beatdowns of thugs, it would help. But there is very little any law enforcement agency can do now. They will make threats to the cops to get more stops, cops will tell them to fuck off, crime will go up, good cops will retire or move to other areas, and you will get a bunch of fucksticks for cops in the future, since anyone with a brain would avoid this job at all costs. More innocent people being shot, more lawsuits.
I think what is, sadly, the best thing for Chicago, is for the world to see what happens when you become the perfect police department, and do everything by the rules, and watch the city turn to complete shit, to the point where everyone at the top who is a liberal democrat is voted out, due to overwhelming corruption and few results. Let the people get so sick of the violence and corruption, that they actually turn Republican. If Hillary wins, she will bring Rahm with her and put him in some sweet position in her cabinet. We can have a new major elected, but if the city doesnt go to complete shit by then, Preckwinkle will have all of the Black vote, along with naive tax payers votes, and the smart folks will start hiring moving companies. I watched the video just now on a large screen.
For those unaware, that person is RESISTING. He is not complying with the officers. He isnt staying still. He is not putting his hands behind his back and keeping them there. He is moving around.
What is not helping the situation, is the amount of people in the area saying things like "LAWSUIT", because it will give that guy the impression that he can sue the police. He IS free to attempt to sue them, however, based on that video, he would lose BADLY.
"ITS BEING RECORDED" - This is a phrase that is used on cops multiple times a day now. Thats fine. You can record cops. Just dont do the following (which happens every day in Chicago): Dont turn your light on, on your phone, and stick it an inch from the cops face, while spraying him with spittle, as you yell, "Yo ass on camera" or "16 shots Mutherfuckers". Its legal in IL to record police, but people take that shit way too far.
Now, back to the video, if the cop got in trouble, which I was told he did, he must have not had a good reason for trying to arrest the guy. He SHOULD get in trouble for that. Its bullshit.
