The credit bureaus have farmed-out the dispute system to third world countries. Chile, Brazil, India, Philippines and other cheap third world shitholes. The thing is they don't really look at your file, they instead always side with the original creditor. You can dispute that the debt is not yours and have it notarized and verified by attorneys. But in the end the credit bureaus probably won't changed it. Then you can sue them in court which you will probably win a large sum of money. The credit bureaus refuse to change the system.
