I would guess it is an error for that small amount.
Ohio thinks i have owed them $6k for literally 13 years now. I’ve taken care of the problem multiple times, yet it emerges again and again. I got a six figure check issued to me right when I had moved back to Ohio. It was for work done living in PA, I still lived there when I got it. Pa took the taxes out as I lived and worked there for the previous seven years. I was just moving home right at that moment and setting up an Ohio bank account so I cashed it in Ohio.
I dealt with it then, and they just required a copy of paycheck showing PA took it out. Matter resolved at the time. Three or four years since that time they’ve snagged an Ohio refund from state. I usually owe state, but every time they’ve owed me, they grab it again and I go through the whole process once again.
Every time I’m assured it’s resolved and then a few years later it pops up again. It’s getting increasingly annoying to look for 2006 tax returns and contact PA to prove I paid it the longer time passes. State tax agencies are a mess. I don’t think she’d take the heat for $2k if it wasn’t an error.
