The undecided public is mostly stupid on this issue.
To them:
Investigation open = Hillary is guilty of committing crimes related to her e-mails, and is a horrible person
Investigation closed = Hillary did nothing wrong, and this is all a bunch of stupid noise from the right
There's not much in between with these type of voters.
So when they think she's being "investigated by the FBI", it's scary and ominous, and they see her as an awful criminal.
When they think the investigation has been dropped, it looks like this was much ado about nothing, and Hillary was innocent the whole time.
In reality she did plenty worthy of charging, and even if you disagree with that, you have to admit that she committed plenty of fairly egregious violations with the whole e-mail thing (and the subsequent coverup).
But undecided voters don't give a shit about those nuances. They want to know if she's guilty or not guilty. Period.
