Henry Kissinger then talks Ford into the "Halloween Massacre", firing both the CIA Director and the Secretary of Defense. You would think that William Colby got fired for being in charge when some of that illegal shit happened, right? Nope. In true Kissinger fashion, he was fired because he admitted that the CIA had done illegal things when Senators asked him.
George HW Bush is then appointed to the CIA, Donald Rumsfeld is appointed to Secretary of Defense, and Rumsfeld promotes his protege, Dick Cheney, to replace him as DOD Chief of Staff. All of these people are then publicly ordered by Gerald Ford to STOP the government from illegally collecting intelligence on Americans. And the rest, as they say, is history.
