It's not just "being a dick".
I was once with a guy who was mad a cop pulled him over for a lane change, and had a loud argument with him. Stupid, but not illegal in any way. It just motivates the cop to either make things difficult during the stop, or to show up in court if you contest it.
But rolling up the window in the middle of the cop talking is beyond that, especially if tinted. It can give the appearance that you're trying to get a weapon or hide something they're not supposed to see. If cops have probable cause to suspect something, they can take action. There's also a fine line between rudeness (legal) and refusing to comply with instructions / resisting (illegal). There's just no reason to do this shit, no matter how you feel about the traffic stop.
I have little sympathy for people who purposely act like defiant to police.
It's crazy how nobody will state the obvious. There's mountains of evidence that young black males are vastly more prone to violence than the other races.
It's common sense and common sense policy would be to allow officers to take extra precautions vs a raging young black male.
Lets pretend everyone's exactly the same. Lets all pretend gang culture isn't dominant among most young blacks.

I have a friend from high school- skinny jewish guy. Now in his 50s.
I have fixed 5+ tickets for him through the years. This involves me calling the prosecutor (now its online), saying I'm a lawyer, and paying double the fine with the ticket changed to a nonmoving violation like defective equipment.
One time I did this, then the prosecutor called me back and said, sorry, I can't change it. Why? I said. The cop wrote DNA on top of the ticket. What does that mean, I asked. Do not amend. Why would he do that? I asked. Is your friend mouthy? Why yes, yes he is.
So this is not a line on the form like date of birth or whatever, but is obviously part of the working relationship between the prosecutor and the cops.
And this is a skinny jewish white guy driving a civic.
Tyreek has a long history of violence against women, other people and general stupidity. Add another item to the list.
Since when the hell does a cop have the right or authority to overrule the DAs office or whoever handles this shit.Prosecutors cut deals all the damn time for shit. This DNA crap should be stopped traffic tickets or otherwise. That’s giving motor enforcement cops more authority than they should have. They’re cops they write the tickets the prosecutors decide what to do with it including burying pushing forward or whatever.
It doesn’t sound like a right or authority over a prosecutor. Tiger said part of the working relationship. I assume it’s a professional request/ask from a cop to a prosecutor to not give this one a pass. Any prosecutor benefits from a good relationship with the police.

Im not a fan of Hills. Hes got a lot of baggage as a human being. It would be great to say “yeah, Karma” and move on.
Im also a fan in general terms of law and order. Lot of our problems in the country are related to putting restraints on cops.
All that being said….. the cops job there is to issue a speeding ticket. Thats it. At no point should a cop be pulling Hill or anyone else out of the car and onto the ground in handcuffs. When you see cops pull bullshit like this it makes it more difficult to support them when matters are borderline.
Nevada allows this much more easily. Many cheapo Vegas lawyers do this in bulk, and you just pay the full fine (nothing extra) plus something lol like $20 for the lawyer. I did this once in Vegas, about 10 years ago.
Jean (south of Vegas, middle of nowhere) was even easier. I got to pay a REDUCED fine and get it changed to a parking violation.
These policies are just greed on the part of counties -- figuring that more people will decide not to contest violations as long as it doesn't affect their record/insurance, and just cough up the fine.
