If I had to guess, I'd say that Stout's accusation is more likely true than not true, but since he presents no proof and won't even produce the "friend" who made the accusation, it's not going to go anywhere.
Honestly Stout should have kept quiet unless the person making the original accusation was willing to back it up publicly. Like Stout, I've "heard" lots of rumors about people in poker over time, but have usually kept quiet because I didn't want to smear someone's name unless I had more than just "I heard that X happened".
Even if Stout fully trusts his friend's assessment, he still should have known to keep quiet unless the friend were to either provide him with evidence or come forward himself. Otherwise it's just a bad look for him, and Stout already had no shortage of haters prior to this.
