The dark states "red and green" in the Western US have very low populations and large national parks. So per capita they are being affected more because all the park employees are not working. Washington DC (and the states surrounding it) is the obvious exception, and I hope we can all figure out why that area would be particularly highly hit by a partial federal govt shutdown.
Other than that, that map really doesn't say anything about America or how the shutdown is affecting people.
