1. IQ and intelligence are not the same thing. IQ score is an estimate of overall intelligence. There's always measurement error with any test. Think of it like your score on a single math exam is an estimate of your mathematical ability. It won't get it exact but it provides an estimate that may or may not be reliable depending on the quality of the test.
2. There are lots of different IQ tests. Anyone can take a free online "IQ test" but those are garbage and most of them are multiple choice tests that measure narrow facets of intelligence. As Walter mentioned, a real IQ test is a standardized measure. The gold standard is the Wechsler Adult Intelligence Scale (WAIS) which involves about a dozen subtests, takes about 3 hours to complete, and must be administered by a trained clinician otherwise the result will not be valid. John Quincy Adams died in 1848, about 70 years before the first standardized IQ test (the Stanford-Binet Intelligence Test in 1916) was introduced to the U.S. As Walter stated, there is absolutely no way you could estimate his IQ with any accuracy.
3. There is no chance Trump's IQ score is 86. Listen, I'm no fan of Trump. I think he's a buffoon. I certainly don't think he's a genius. But he does not have a below average IQ. IQ scores have a mean of 100 and standard deviation of 15. So an IQ of 86 is almost -1 SD which would place him at about the 16th percentile. I've tested people who had IQ scores that low. They are borderline retarded (and I mean that in the clinical sense). There is no chance Trump's intellectual abilities are that low. He is at least average. The buffoonery we see from Trump is mostly a symptom of his personality flaws (e.g., astounding narcissism).
(Side note: if Adams had an IQ of 168 that would put him about +4.5 SDs above the mean which is off-the-scale at about the 99.9999th percentile making him one of the smartest human beings ever. Most IQ tests can't even register an IQ that high).
4. I have absolutely no doubt Obama would score higher than Trump on a standardized intelligence test. I would bet everything I have on it. Of course, we'll never know the answer because neither will take a real standardized intelligence test like the WAIS.
