@SuddenlyBryce It's the no address part. If you show a Driver's License as ID, you don't need anything else. But passport's don't have addresses. That is the requirement.

Yes, absolutely. That is preferred ID and won't require a second one. Issue is for U.S. passports as 1st ID. They will be required to show 2nd w/gov't ID & physical address
