Tbh, I'd be shocked if Trump had been in a mental institution. Narcissists generally aren't going in, and with his resources, I took it similarly to the Trump many people are saying taunts/joke a month ago.
He may, indeed, think Trump was in a mental hospital, but it's smart marketing even if he's making it up. You can prove the reporter a liar, but not without releasing your full medical report. I expect to see more of this stuff going forward. They aren't going to let Breitbart keep Breitbarting them without taking shots of their own. You can pretty much state that his tax returns would show anything, and there isn't a thing he can do about it without releasing them, which he never will.
Honestly, the idea that Obama made sure Hillary wasn't prosecuted and similar nonsense is pretty much refuted by the IRS not leaking his returns. Its easier for someone in the administration to have someone leak his returns than it is to corrupt the FBI. We saw that with the whole tea party audit thing a few years back. I'm kind of shocked someone hasn't leaked them independent of pressure from the White House.
