The rules advanced by the Senate version of the bill would allow a 73 hour weekly work period in which drivers could drive (versus do non-driving duties/work) versus 70 hours *only* if using the 34-hour reset if the DOT reinstates an bothersome provision to the 34-hour restart that the DOT implemented in 2013 without adequate testing of whether the provision would be cost effective.

In any event, over-the-road (OTR) drivers like myself won't be as affected by this as much dedicated route drivers, the OTR drivers don't take those 34-hour resets nearly as often. But a dedicated route driver, who usually drives hard for five days, then takes 2 days off at home, would use that extra 3 hours each week. And that extra time can come in super handy to get home before their weekly time limit runs out.
Also, the examples of driver fatigue causing horrible accidents that have been brought up by opponents of this rule change, as well as an disputed provision about the 34-hour reset that libs want were cases were the drivers completely ignore the rules about hours of service and/or driving while fatigued. And grievously so.

I don't know how pervasive it is, but my guess is that it is more common among truckers than the general population because the job and over-the-road environment aren't conducive to a healthy lifestyle.
As for me, I was considerably overweight before I got into trucking, so my high BMI required me to get tested for sleep apnea. The sleep center I went to diagnosed me as having mild sleep apnea, and immediately tried to sell me a new machine for $1200, as well as follow-up evals quarterly. And when I balked at buying one because I didn't have insurance at the time, they immediately pressed for me to buy a used one from them for $900. I begged that off, and within an hour at home found a similar new one through a company on the web for less than $600.
Also, I later learned from another sleep center in another city that the place where I got diagones did the testing in a way that would positively bias the results towards showing sleep apnea. And I could go to another sleep center instead of going back to those fraudsters. But because I am still quite overweight, I would need to get tested *each* year, and that would run about $1200, I just gut it out by using the $600 machine I already have versus deal with the hassle of getting tested each year.
That being said, I personally know some drivers who have sleep apnea, and one of them was a trainer I went out with for about 6 weeks. But he denied having it -- and went to a doctor who gave him a clean DOT exam -- despite that he snored and snorted like a stuck pig each time he went on break. And even semi-dozed at the wheel quite often, hunched over it like Scrooge McDuck guarding a pot of gold. I was tempted to record him snoring and snorting during his sleep to show him what he sounded like, but I figured that he knew he had it and just didn't care. So why try to rock a boat when it has already run aground on the rocks.
So, bottom line: Sleep apnea is a valid concern in the industry, but the doctors working in the business have the opportunity to line their pockets with unwarranted positive diagnoses given that DOT regulations send them a steady supply of customers whose livelihoods depend upon that doctor's evaluation of their condition.
