Why can't Americans make a bet with their money through a hedge fund? If I think oil companies are over or under priced and want to bet on that through a hedge fund what business is it to government?

Also, as an aside, hedge funds are poor investments. You could always get lucky, but long term, the only people who make consistent returns from hedge funds are the fund managers.
